We are already seeing the impacts of aging public infrastructure in places like Flint, Mich., and Hoosick Falls, N.Y. But budgetary pressures continue to limit the maintenance and replacement investments local governments and schools can make to solve this problem. How big is the issue, really, and how can pools begin to assess their covered infrastructure to prevent catastrophic loss?
